“Green City SEZ” is an Indicative and Informal Name
“Green City SEZ” is not an official name given by the Government of Rajasthan, the Jaipur Development Authority (JDA), RIICO, Mahindra World City, the Mahindra Group, or any other government or private body.
This name has been given informally and indicatively by Avnish Jain, purely in the public interest and for the purposes of regional identity and awareness, in order to explain the wider area of residential and commercial plots situated around the JDA-related SEZ area.
Green City SEZ is not a new colony, a new government scheme, a new real estate project, a developer project, or another name for Mahindra World City. Nor is its purpose to represent any government body, company, developer, builder, broker, or project.
This website has no official connection, partnership, authorisation, endorsement, or representation with JDA, RIICO, Mahindra World City, the Mahindra Group, the Government of Rajasthan, or any company, institution, or brand mentioned here.

The Origin and Purpose of SEZs in India
In India, the concept of the Special Economic Zone (SEZ) was advanced with the aim of boosting exports, foreign investment, industrial development, employment, and the pace of the national economy.
After 2004, during the term of the central government led by the then Prime Minister Dr. Manmohan Singh, the framework relating to SEZs was given a detailed legal form. The Special Economic Zones Act, 2005 was passed by Parliament, which came into effect on 10 February 2006 along with the SEZ Rules, 2006.
Over time, certain tax benefits, incentives, rules, and policies connected with SEZs did undergo changes, but the SEZ Act has not been withdrawn entirely.
The principal objective of this law was to promote the country's exports, attract investment, create new employment opportunities, develop world-class industrial infrastructure, and accelerate economic activity.

Background of the Jaipur SEZ Area
According to the available maps, pattas, local records, and information obtained from the concerned landowners and stakeholders connected with the project, the agricultural land of approximately 13 villages situated between Ajmer Road and the Ring Road in Jaipur was brought under arrangements such as land acquisition, land surrender, land reconstitution, or land-in-exchange-for-developed-land, for the SEZ and its associated planned development.
This extensive area, taken into possession by the JDA after the farmers' agricultural land across 13 villages was vacated, is stated to be approximately 4,000 acres, that is, around 16 square kilometres. Final confirmation of this figure, the village boundaries, and the land distribution should be obtained only from the relevant government notifications, JDA-approved maps, awards, pattas, and revenue records.
According to available information, approximately 75 per cent of this land was kept for industrial development under arrangements relating to Mahindra and RIICO, while the remaining 25 per cent was developed as residential and commercial plots for the concerned local landowners and farming families.
Information is available that local farming families were given residential and commercial plots of varying sizes ranging from approximately 50 square metres to 1,250 square metres. The actual size, allotment, ownership, patta, land use, and legal status of each plot will be established only from its individual documents.

The Industrial Area and Mahindra World City
A large portion of this extensive area was developed for modern industrial and commercial activity. Mahindra World City Jaipur is known as an Integrated Business City and Multi-Sector SEZ developed through the joint participation of the Mahindra Group and RIICO, an undertaking of the Government of Rajasthan.
The officially stated area of Mahindra World City Jaipur is approximately 3,000 acres. This is stated to include a Multi-Sector SEZ, a Domestic Tariff Area (DTA), and areas planned for social and residential use.
The vision here was to develop industrial growth as a modern, environmentally sensitive, low-pollution industrial system equipped with world-class infrastructure.
Terms such as “Pollution-Free World-Class Industrial Park” reflect the concept and vision of this development. They should not be taken as a legal or scientific guarantee that pollution will be entirely absent at any location. Actual environmental conditions may differ according to time, place, industry, and government standards.

Planned Development of Residential and Commercial Plots
The residential and commercial plots situated around the World-Class Industrial Park were organised on the basis of various blocks and villages.
According to available local information, this residential and commercial area is understood to comprise approximately eight principal blocks or portions. Their actual boundaries, names, land use, and number should be determined only from JDA-approved maps and revenue records.
The provision or development of the following kinds of basic and public amenities is stated at various locations within this area:
- Wide bitumen roads and sector roads
- Parks and open green areas
- Land for schools and educational use
- Space reserved for hospitals and dispensaries
- Police station and other public amenities
- Community hall and facility area
- Public and commercial parking
- Electricity facilities relating to RSEB
- Water supply facilities relating to PHED
- Land for government offices and public use
- Boundary walls and other development works in various portions
Which of these amenities is currently constructed, operational, proposed, incomplete, or merely reserved on the map — this must be verified by the buyer or seller personally, through the concerned government department and by visiting the site.
No amenity shown on the website shall be taken as a guarantee of its present availability, operation, or future completion.

JDA Approved and JDA Developed Areas
The residential and commercial plots given to local farming families and original landowners came to be recognised as the planned residential and commercial arrangement of this SEZ area.
In relation to these plots, terms such as “JDA Approved” along with “JDA Developed Area” are also commonly used, because the area's planning, roads, land for public use, and several basic amenities are stated to relate to government planning.
Even so, merely describing an entire area generally as JDA Approved or JDA Developed does not by itself establish the legal status of each individual plot.
Separate verification of the following documents is necessary in respect of each plot:
- Original patta issued by the JDA
- Allotment letter or Land-for-Land record
- Approved layout plan
- Land use — Residential, Commercial, or other
- Khasra number and revenue records
- Mutation and the chain of ownership
- Actual physical possession at the site
- Approved and actual width of the road
- Any litigation, stay, acquisition, or government claim
- Outstanding lease amount, Urban Assessment, or other dues
- Applicable RERA status on the plot concerned, if any
